The Raw Editor was one of my last Populous applications that was made in Visual Basic .NET. I created it in late 2007 when I decided to make an application that could export and import raw images that were used in the game for various different graphics. The application was quite quick to write and is used to create modifications to the appearance of the game. It can also be used to edit the background images used in the game menus.

Using it

The application is quite easy to use, you just open a palette file to use for example pal-c.dat, and then you open the appropriate raw file, so if I wanted to open the building textures then I would open BL320-c.dat. You can then export the image via Edit->Export to save the image as a 256-colour bitmap. Edit this bitmap and then use the application to import it again via Edit-Import. You can then save the raw file and the changes should apply when you load a level that uses the landscape that you edited.
